F-Gas Legal Requirements for Commercial Premises
This is the most important section for any business owner or facilities manager to understand. F-Gas Regulation (EU) 517/2014 (retained in UK law post-Brexit) imposes mandatory inspection and servicing requirements on commercial air conditioning systems based on the amount of refrigerant they contain:
- Systems containing 3-30kg of refrigerant: Annual inspection by an F-Gas certified engineer
- Systems containing more than 30kg of refrigerant: Bi-annual (every 6 months) inspection
- Systems containing more than 300kg of refrigerant: Inspection every 3 months plus continuous leak detection system required
Failure to comply with F-Gas inspection requirements can result in fines and enforcement action. More practically, non-compliance invalidates equipment warranties and can affect your insurance position. Most small business air conditioning systems — a wall-mounted unit or two in an office — contain less than 3kg of refrigerant and are not subject to mandatory inspection. However, annual servicing is still good practice for performance and reliability reasons.
Commercial System Types
Wall-Mounted Split Systems
Identical technology to domestic systems but often higher capacity. Suitable for individual offices, treatment rooms, server rooms, retail units and similar small commercial spaces. Simple to install, easy to maintain, low capital cost. Limitation: each room requires its own indoor unit and its own connection to an outdoor unit (or a multi-split outdoor unit).
Multi-Split Systems
One outdoor unit connected to up to 5 indoor units. Suitable for small offices with multiple rooms. Lower outdoor unit footprint than individual split systems. Limitation: if the outdoor unit fails, all indoor units fail simultaneously.
VRF/VRV Systems
Variable Refrigerant Flow systems are the standard solution for commercial buildings requiring climate control across many zones. A single outdoor unit (or two or three connected outdoor units) can serve 10-50+ indoor units, each individually controllable. The main brands — Mitsubishi Electric City Multi, Daikin VRV, Samsung DVM — are the most widely specified commercial air conditioning systems in the UK. Capital cost is higher than multi-split systems but the efficiency, flexibility and controllability are significantly better for larger installations. Suitable for offices of 20+ people, hotels, retail premises and commercial buildings.
Cassette Units
Ceiling-recessed indoor units that distribute air in four directions across a large floor area. Preferred for open-plan offices where wall space is limited or where a cleaner ceiling-integrated appearance is preferred. Can be connected to multi-split or VRF systems.
Precision Cooling (Server Rooms)
Data centres and server rooms require precision temperature and humidity control with redundancy. Standard comfort cooling systems are not appropriate — they are not designed for continuous operation at maximum load, and a comfort cooling unit failure in a server room can cause catastrophic equipment damage within hours.
