The process requires more care and more time than a standard installation, but the result is a fully working system that satisfies planning requirements and preserves the character of the building. Here is everything you need to know.

Do You Need Listed Building Consent?

Yes. Any works to a listed building that affect its character — including drilling through external walls, fixing external equipment and internal works that affect the historic fabric — require listed building consent from your local planning authority. This is separate from and additional to any planning permission requirement (most domestic installations do not require planning permission, but listed building consent is a different requirement that applies regardless of whether planning permission is needed).

Listed building consent is granted under Section 7 of the Planning (Listed Buildings and Conservation Areas) Act 1990. Carrying out works to a listed building without consent is a criminal offence with unlimited fines and potential imprisonment — this is not a regulatory technicality to be worked around.

The Consent Process

The standard listed building consent application is submitted to the local planning authority — Horsham District Council, Lewes District Council, Brighton and Hove City Council or whichever authority covers your property. The application requires drawings showing the proposed installation, photographs of the proposed installation locations, and a heritage statement explaining why the works are necessary and how they have been designed to minimise impact on the listed building.

The statutory determination period is 8 weeks from validation. In our experience with listed building consent applications in Surrey and Sussex, consent is typically granted within this period for well-considered installations where the outdoor unit is positioned in a location with no or minimal public visibility.

Pre-Application Discussion

We strongly recommend a pre-application discussion with the conservation officer at the local planning authority before submitting a formal application. Conservation officers can advise informally on whether a proposed installation is likely to be acceptable and what conditions might be attached. This avoids wasted application fees and time on proposals that will not be approved.

In our experience, conservation officers are generally supportive of air conditioning in listed buildings where it is genuinely needed for the building’s use and where the installation approach is sympathetic. The key is demonstrating that you have thought carefully about the impact and minimised it.

Installation Design for Listed Buildings

Outdoor unit positioning: The outdoor unit must go where it cannot be seen from public viewpoints — typically in a rear courtyard, side return, internal roof area or within the historic curtilage where it is screened by walls or planting. Front elevation outdoor units are almost never acceptable in listed buildings.

Fixing methods: Fixings through historic masonry should use materials compatible with the existing fabric — stainless steel fixings rather than zinc-plated, lime mortar making-good rather than cement, appropriate sealants. We use conservation-appropriate fixing methods as standard for listed building work.

Pipework routing: Where pipework must pass through or alongside historic fabric, concealed routes are strongly preferred. We design installations to route pipework through less sensitive parts of the building where possible — through floor voids, roof spaces and built-in cupboards rather than across visible historic surfaces.
