What Are F-Gas Regulations?
F-Gas Regulation (EU) 517/2014, retained in UK law post-Brexit as UK F-Gas Regulation, governs fluorinated greenhouse gases used in refrigeration and air conditioning equipment. The regulations exist to reduce the environmental impact of refrigerant leaks, which have a significant global warming potential.
The Inspection Requirements
The core requirement for businesses is regular leak inspection based on the refrigerant charge of each system:
- Systems containing 3-30kg CO2 equivalent: Annual inspection
- Systems containing 30-300kg CO2 equivalent: Bi-annual inspection (every 6 months)
- Systems containing more than 300kg CO2 equivalent: Quarterly inspection plus continuous automatic leak detection system required
For modern R32 systems, 3kg of refrigerant has a CO2 equivalent of approximately 2kg (R32 GWP = 675). Most small office split systems contain 0.5-1.5kg of refrigerant — well below the 3kg threshold. Multi-split systems and commercial VRF systems typically trigger the inspection requirements.
If you are unsure whether your system requires inspection, check the nameplate on the outdoor unit for the refrigerant charge weight, then check the refrigerant type’s GWP to calculate the CO2 equivalent.
Record Keeping Requirements
Businesses must maintain a written log for each system subject to inspection. The log must record: the quantity and type of refrigerant charged, the quantity recovered, dates and results of all leak checks, and the identity of the F-Gas certified engineer who carried out each check. Who Can Carry Out F-Gas Work?

Penalties for Non-Compliance
The Environment Agency enforces F-Gas regulations in England. Penalties for non-compliance include improvement notices, enforcement notices, and prosecution with unlimited fines. Non-compliance also typically invalidates equipment warranties and may affect your insurance position if a refrigerant leak causes property damage.
